Rhonda Holman is a distinguished professional with over thirty years of dedicated service in juvenile justice. She graduated from South Carolina State College (now South Carolina State University) in 1991 with a Bachelor of Social Work. Her early career included internships at D.J.J. Institutions in 1989 and the Orangeburg County Office in 1991.
Mrs. Holman began her career with the South Carolina Department of Juvenile Justice (SCDJJ) on January 6, 1992, as a Probation and Parole Officer in the Orangeburg/Calhoun County Office. Her exemplary performance led to her promotion to Probation and Parole Supervisor on October 17, 2005. In 2006, she took on the role of supervising the Intensive Supervision Program (ISO) at its inception. Her leadership and vision were further recognized with her promotion to Program and Projects Manager on October 17, 2017.
In February 2019, Rhonda became the ISO Program Coordinator, and in June 2020, she was appointed Interim Deputy Director for Community Services. By June 2021, she had ascended to Deputy Director, marking her 33rd year with the SCDJJ, all within the Community Services Division. Her career trajectory is a testament to her unwavering commitment and ability to rise from an entry-level position to the highest leadership role within the division.
Mrs. Holman’s contributions extend beyond her primary roles. She has been a peer auditor for the Coastal Region since 2006 and served as an ISO Training Facilitator from 2006 to 2014. She was the ISO Liaison for the Midlands Region from 2010 to 2014 and the Community Volunteer Coordinator for the Orangeburg County Office from 2005 to 2017. Her certifications include Training of Trainers, Certified Back in Control Facilitator, G.R.E.A.T. Facilitator, G.R.E.A.T. Family Facilitator, and GIRLS Circle Facilitator.
Her commitment to professional development and community service is evident through her involvement in various committees and boards. She serves on the S.C.S.U. Criminal Justice Advisory Board, S.C.S.U. Social Work Program Board, The SAFE Organization Board of Directors, and the South Carolina Employment Association Board. Additionally, she is a proud member of Alpha Kappa Alpha Sorority, Incorporated.
Mrs. Holman resides in Cameron, South Carolina, with her husband, Kendall Holman. She is the daughter of the late Elizabeth Ann Green and the late Samuel Joe Green. She is a devoted mother to her daughter, Jalissa, and a loving grandmother to her grandson, Jhaliel.
Community Services
Community Services is responsible for a wide range of direct services to youth and their families, as well as victims of crime in communities statewide. Among these services are a number of programs and initiatives aimed at providing effective supervision of youth who are on probation or parole and to support their families, with the goals of reducing juvenile crime and recidivism and providing for safer communities. The Juvenile Detention Alternative Initiative falls under the Division of Community Services as well. The division manages all four regions (Low Country, Midland, Pee Dee and Upstate) through 43 SCDJJ county offices, inclusive of all 46 counties in South Carolina.
