Elizabeth A. Hill

Deputy Director, Legal Services

Ms. Hill is a graduate of the University of South Carolina School of Law and of Presbyterian College, where she double majored in English and Political Science. Since 2006, she has been invited to serve as a presenter on the SC juvenile justice system for Family Court Orientation School for Newly Elected Family Court Judges. She also has provided training presentations for various juvenile justice stakeholders, including local law enforcement, juvenile prosecutors, and juvenile public defenders for more than 20 years. 

Ms. Hill served on the State Employee Grievance Committee for six years. She is a graduate of the 2014 class of South Carolina’s Certified Public Manager Program (CMP), a nationally accredited management and leadership development program. Her CPM capstone project, "Out of Many, One: Improving the Process of Providing Reports to the SC Board of Juvenile Parole and SCDJJ Release Authority," was the state-wide winner of the George C. Askew Award.  

Ms. Hill is an active member of the South Carolina Bar, serving two terms as Chair of the Children’s Committee, and has volunteered with youth through SCDJJ and the former Friends of Juvenile Justice.  She first volunteered with the SCDJJ Young Ambassadors program in 2005 and chaired the Circle of Hope Blazers leadership development program at for several years.  She has also served as an officer of the Board of Directors of the South Carolina Professional Society on Abused Children and as President of the Beta Epsilon House Corporation Board for the Alpha Delta Pi House at the University of South Carolina.

Legal Servies

Legal Services includes the Office of General Counsel (OGS), Office of Classification Services, and Office of Youth Services and Accountability.  The OGC assists and advises agency leadership and employees in the handling of agency legal matters and represents SCDJJ in legal proceedings.  OGC also oversees the agency’s responses to FOIA requests and manages the retention, storage, and release of agency records.  The Office of Classification Services coordinates youth housing, placement, movement, and transportation within and outside of SCDJJ facilities.  The Office of Youth Services and Accountability oversees the juvenile disciplinary process, juvenile grievances, and the release of youth indeterminately committed for misdemeanor and status offenses.
